How to apply...
An open competition is conducted every 3 years to select the grantee. The next open competition is scheduled for the spring of 2004. The American Councils for International Education in Washington, DC, was selected as the grantee in 2001; the grant will be renewed in 2002.
Note: Each program will indicate whether applications are to be submitted to the Federal headquarters, regional or local office, or to a State or local government office.
Funding decisions are at the discretion of the Assistant Secretary for Educational and Cultural Affairs and are based on the advice of a panel of reviewers and various State Department offices. Final technical authority resides with the Grants Division.
Note: Grant payments may be made by a letter of credit, advance by Treasury check, or reimbursement by Treasury check.
Awards may be made by the headquarters office directly to the applicant, an agency field office, a regional office,
or by an authorized county office. The assistance may pass through the initial applicant for further distribution by
intermediate level applicants to groups or individuals in the private sector.
